A communist economy is also called a command economy -
The government owns business, factories,& farms and provides free education. Basically the economy is centrally commanded and controlled by the government which controls means of production.
This is in contrast with a free enterprise system whereby the economy is controlled and subject to the forces of demand and supply. The role of the government in a free enterprise system is basically regulatory in nature.
