Sparta way back when was mostly focused on military. When a baby was not normal, the parents would walk up into the mountains and leave it up there to die.

Sparta had a heavy focus on B, the military.


Sparta was able to do this because of their slaves, the Helots. They were forced to give have of their crop annually. But, from the constant fear of rebellion, Sparta grew into a military-centralized city-state.
