If your answer choices are 14, 112, 56, and 36, then 56 is the appropriate choice. Neither 14 nor 36 is divisible by 28.

28 can be divided by itself and 7 I'd say, so for me 28 is the answer hope it helped. If that is not an option 56 would be a dividible number as would be 112. But the smallest is still 28.
