Why does sociologist work to create generalizations about social life, rather than hard-and-fast rules

Because every society/group/culture is different and doesn’t obey by the same rules. Society is also constantly changing (unlike exact sciences like math, whatever experiment/research you try will most likely have a different result every time) therefore doesn’t follow hard rules.
