b^2 + 13b + 2b + 3 - 4
= b^2 +15b - 1

The like terms include 13b and 2b and when you combine them you get 15b. 3 and -4 are also like terms and when you combine them you get -1. b^2 doesnt have any like terms so its the same. The final answer is b^2+15b-1
