We can use the subtraction method in order to solve for this system. First, line up the equations:

3x - 4y = -2
x + 8y = -23
_________
Our goal is to essentially get rid of one of the variables. We can do so by multiplying the first equation by 2:

6x - 8y = -4
x + 8y = -23
__________
7x = -27

x = -27/7

Input x into one of the equations to solve for y:
-27/7 + 8y = -23
-27 + 56y = -161
56y = -134
y = -134/56
y = -67/28

(-27/7, -67/28)
