The question is asking for you to simplify 
[tex] \frac{27x^5 - 33x^4 - 21x^3}{3x^2} [/tex]
If you factor the top, you can get
[tex] \frac{3x^2(9x^3 - 11x^2 - 7x)}{3x^2} [/tex]
You can now see that the top and the bottom have terms that would cancel, leaving you with 
[tex]9x^3 - 11x^2 - 7x[/tex]
This is the solution.
