what is the difference between a circle and an ellipse

A circle is defined as all the points equidistant from its center, while an ellipse is defined by 2 foci in which the sum of the Distances of a point on the ellipse and the 2 foci remain constant. Note that a circle is a special case of an ellipse, as it is the case where the foci map on top of each other.
