Yes they can by. One can be about how they look and the other about how they act for example. “You look amazing today” and for the second one “You act very kind”
One can be about their outfit or fasion sense. Ex: "I like your outfit!" Another one can be about their personality. Ex: "You're very kind/nice/bright."
