How does a region develop its own microclimate?

A micro climate happens when a small area, especially near a large body of water (lakes, rivers, creeks), helps cool down the specific area. It also happens when there is a hugely populated urban area where brick walls and asphalt absorb the sun's heat and energy and use that energy to radiate that heat into the air. It is usually long-term.
