if jose is 2 miles less than half of juan then the answer should be like 2. because 6 minus 2 is 4 and 4 divided by 2 is 2

It says that Jose ran 2 miles less than half of the miles Juan ran. Add 2 miles to the number of miles Jose ran:
6 + 2 = 8.
8 miles is half of what Juan ran so you need to multiply 8 by 2:
8*2 = 16. 

This can be expressed as an equation like this:
Juan = 2*(Jose+2)
