Well there are two steps.  First, find the area of your rectangle.

A = l x w
A = 9 x 3
A = 27.
The second step is convert the answer from yards to feet.  There are 3 feet in a yard, so you need to multiply your answer by 3.
27 x 3 = 81 feet.
