There are a number of ways in which you could have solve this, with one being setting up a fraction equation like so:

pompom 22 x
--------------- = ------- = ------
hour 6 18

As you can probably tell, the first fraction is 1/3 of the second fraction; if 6 • 3 = 18, then 22 • 3 = 66. In conclusion, Jeanette can make 66 pompoms in 18 hours.
