first you have to find slope:
m = -2 - 4/2 - -1
m = -6/3
m = -2

Then plug any points into equation
y = mx + b to get b
-2 = 2(-2) + b
-2 = -4 +b
B = 2

So you're equation is:
y = -2x + 2
