What is the difference between civil and criminal law? How can the same action lead to both types of cases?

civil law is a case against two people privately in a civil manner. Example: a neighbor complains about their neighbor's cats roaming throughout the neighborhood without being watched. Criminal law is a big case that affects more than two people. They can be a murder case, theft, kidnapping etc.
