In order to visualise a cross-section of an object, imagine taking a very thin slice through its interior. When doing this with a sphere, the cross-section has the shape of a circle. When slicing a cone, the cross-section is also found to be a circle. The diameter of the circle decreases as one gets closer to the closed end of the cone.
