I think the test answer is actually messed up and it meant 10 minutes instead of 10 seconds. 

So just modify the x to be x + 10 to shift the graph 10 units to the right.

y = 2/5 (x+10) =
2/5 x + 2/5 * 10 =
2/5 x + 4
