It would be a representative democracy that was most heavily influenced by the Athenian system. The difference of only free Athenian men could represent. At that time, other city-states were unlikely to follow Athens' lead unless they were members of the Delian League headed by Athens. These city-states had been turned into an empire of Athens and were under pressure to follow the democratic way.
