Scramble means to Climb and strain up involves exerting effort.

Literally speaking, it could mean climbing up a steep mountain in a challenging way. It could mean exerting effort to physically reach the peak of a mountain or any steep geographical structure.

Figuratively speaking, it could mean battling against a life’s problem with determination and persistence.

In whichever sense you look at it, these suggested definitions could make sense.
