Which best explains why water is able to “stick” to the side of glass?

The correct answer is because there are strong adhesive forces exist between glass and the water molecules. They're not as strong as let's say glue or similar adhesives, but are good and water connected to glass has bigger adhesivity then if it was inside of a wooden cup for example or a bowl.
