For something to be likely the probability has to be above 50% but lower than 100%

For something to be certain the probability has to be 100%

For something to be unlikely the probability has be under 50% by higher than 0%

For something to be impossible it has to be 0%

Since it is 95% the answer is likely

Since it's a 95% chance of the event occurring the event is not certain to happen but is very likely so I would that answer is Likely.
